Declan was born in Drumlish, Co Longford, during a time of global music revolution with The Beatles, Elvis, and The Rolling Stones, while Ireland was experiencing the showband boom. Growing up, he was influenced by these greats and had the chance to see top showbands like Joe Dolan, Big Tom, and Philomena Begley perform in his town. From a close vantage point, he watched the guitarists closely, aspiring to perform like them.

Declan has since enjoyed a successful career in Irish Country Music, spanning over four decades, earning accolades and scoring numerous hits with his signature songs.
